The Lyman & Alice Phillips Community Resource Center @ Winston is a proposed future community hub for food assistance, childcare, education, workforce development, and housing support. These programs are planned and are not yet available.

The Legacy of Lyman & Alice Phillips
Dr. Steve Williams is an educator, pastor, and community advocate leading the vision for LAPCRC. His work connects education, family support, and a commitment to Baltimore communities.
Lyman and Alice Phillips came from Scotland Neck, North Carolina, near Rocky Mount, and made their home in Baltimore. Lyman worked for a cast iron pressing company and purchased a home where they raised their six children. All six graduated from Baltimore City public schools and later attended college.
In 1963, Alice was called to ministry. Affectionately known as Mother Alice B. Phillips, she began pastoring around 1964. Together with Lyman and their children, she founded Tabernacle of Faith on Preston Street. After approximately a year and a half, the family purchased property at the corner of St. George’s and Winston Avenue. Antioch Church of God Apostolic was established there in 1965.
Their ministry grew through faith and practical care: feeding hungry and homeless neighbors, providing clothing, operating a food pantry, and offering a shelter home to people without housing.
Trustee Lyman Phillips passed away in 1984. Pastor Mother Alice B. Phillips passed away in 2007. Their daughter, Overseer Shirley Phillips, continued leading the ministry until her passing in October 2024. Antioch remains an established ministry, sharing God’s word and serving the community today.
The planned Lyman & Alice Phillips Community Resource Center honors this legacy of faith, education, family, and service. Antioch’s church outreach is distinct from LAPCRC: the resource center is still in development, its programs are planned, and enrollment is not open.
